$-7-1<4 x+1-1 \leq 23-1$ Add $(-1)$ on both side

$-\frac{8}{4}<\frac{4 x}{4} \leq \frac{22}{4}$ Divide $(4)$ on both side
$-2<x \leq 11 / 2$
